CoC licensees?

Should Pagan Publishing, TOME, etc. have their own entries under the misc publishers, or be grouped under here with Chaosium's CoC stuff?

With the exception of TSR lincensed, everyone else gets their own category. Please check out an entry for Paranoia Press. They did Traveller stuff.
